We have a volunteer who wants to do cake decorating and I just cannot see getting everything out and started for just an hour. By the time they get set up its time to clean up.

Mine get a t-shirt for participation but nothing for completion. At the end of the club meetings, we do a special event like a field trip or guest speaker.

Are SPIN club members not allowed to complete 4-H projects? Do they have to be in a community club in order to be eligible for state scholarships, trips, etc.?

Utah 4-H has great curriculum for Discover 4-H Clubs, which are basically SPIN Clubs. They are great resources for volunteers or staff who might be leading SPIN Clubs. You sign up and they give you access to the curriculum through e-mail.
